Legislative Bulletin #9

Three bills with library funding were passed in the closing days of the 2016 New Mexico Legislative Session. These bills now go to Governor Susana Martinez, who has until March 9th to sign or veto the legislation. She can also line-item veto individual projects in the capital outlay bills.

LIBRARY BOND BILL PASSES

On Wednesday, the House passed Senate Finance Committee Substitute for Senate Bill 122 as amended, the General Obligation Bond Bill. The vote on the bill was 65-0. The Senate concurred with the House amendments this morning.

Once it is signed by the Governor, SB 122 will put four separate bond issues on the November General Election ballot:

A. $15,440,000 to fund 109 separate projects at senior centers around the state.

B. $10,167,000 to fund public, tribal, academic and school libraries statewide.

  1. $142,356,000 for  higher education and special school projects statewide, including projects at ENMU Golden Library ($11,000,000) and Southwestern Indian Polytechnic Institute ($2,000,000),
  2. $18,196,000 to fund public safety capital improvements.CAPITAL OUTLAY BILL

HB 219 as amended was passed by the Senate on Wednesday on a 41-0 vote. It now goes to the Governor.

CAPITAL OUTLAY REAUTHORIZATION

There were two library projects included in Senate Finance Committee Substitute for Senate Bill 172.  This bill passed with unanimous votes in both chambers.

SECTION 73.
ESPANOLA LIBRARY AND DIGITAL MEDIA CENTER
CONSTRUCTION–EXTEND TIME–SEVERANCE TAX BONDS.–The time of expenditure for the local government division project in Subsection 91 of Section 16 of Chapter 64 of Laws 2012 to plan, design and construct a library and digital media center in Espanola in Rio Arriba county is extended through fiscal year 2018.

SECTION 104.
Laws 2014, Chapter 66, Section 45 is amended to read:
“SECTION 45. NEW MEXICO SCHOOL FOR THE BLIND AND VISUALLY IMPAIRED

PROJECTS–APPROPRIATIONS FROM THE PUBLIC SCHOOL CAPITAL OUTLAY FUND.

  1. four million one hundred sixteen thousand nine hundred ninety-three dollars ($4,116,993) to plan, design, construct, renovate, equip and furnish the Ditzler auditorium and recreation center and the library building, including demolition of the Bert Reeves learning center, and to make other infrastructure improvements campuswide at the New Mexico school for the blind and visually impaired in Alamogordo in Otero county;

SENATOR CARROLL H. LEAVELL
The Senate took time out near the end of today’s session for a moment of silence and prayer for Senator Carroll H. Leavell, who is undergoing treatment for cancer. Senator Leavell has served as State Senator from District 41 in Lea and Eddy Counties since 1997. He was awarded the NMLA Legislator of the Year award in 2006. The citation reads: “He has demonstrated a concern for education, having served on the Board of Directors for the College of the Southwest, and for 27 years the Woolworth Community Library. He was instrumental in forming the Estacado Library Information Network Consortium, and as a legislator has been a strong advocate for library funding and General Obligation Bonds.”
